error message when trying to acess IE 6 properties in winxp

Hi,
I needed to turn my cookies back on (they got turned of
somehow???)I go to tools, click properties and get the
error message "this operation has been cancelled due to
restriction in effect on this computer. See
administrator" this is a home computer I am the owner and
looged into Win xp on an adminstrative account...what can
I do FYI there is another administrative account I set up
as an "emergency account" in case this one got scrambled,
can I fix this from there.
