Error message when testing account setttings connection?

Using Office XP Standard. When I test Account Settings (Email account), I
get the following error message.

error message: establish network connection: Unable to connect to the
internet or to the network. Please verify the connection settings.........

Every thing connects correctly? Has anyone seen this? What is the solution?

Are you sure that your SMTP, POP3, pasword etc... are correct? Contact your
ISP or administrator to verify this.

I am receiving email and able to access the internet.


I am the administrator. I don't have a clue, why this is happening. That is
why I ask the question - looking for some help.
 
But you can't send messages? Are you using a SMTP server
from yourself or from an ISP? Make sure that you are on
the network of the SMTP server. Not all ISP's will allow
you to connect to their SMTP server when you are on a
different network (e.g. when you configure your homes ISP
settings at work).
