Is this locally or on your host? If it's from your local machine, non-server
versions of Windows have a limit of 10 concurrent connections. Now, this
doesn't mean that there are 10 people browsing, or that you have 10 browsers
open, it simply means that something is opening more than one connection to
your copmuter at a time. This happens often if you are developing with
databases and more database connections are being opened than close
efficiently.
If this is happening on your web site, contact your host. It could be your
site or the server itself has suffered something like a denial of service
attack, or is simply over-loaded.
