Error Message trying to check for updates or developer resources

Just recently installed Front Page 2003. Exploring Help I tried two
functions: Check for Upgrades & Front Page Developer Resources. Each
produced the following error msg: "This operations has been canceled due to
restrictions in effect on this computer. Please contact your system
administrator." Since I'm just beginning to explore the new software, This
was very puzzling and I could not find it covered on line using this error
message as the search criteria.
 
Thank you for your quick response. I am the only user profile on the machine
and I installed XP so I just assumed I had administrator privileges. I
didn't do anything in particular to log on as an administrator. Did I miss
something there?

Also, though I did disable my Norton Internet security and XP firewall, now
that you mention it I neglected to disable the Microsoft anti-spyware beta
version I have running. Could that have been part of the problem?

I looked up the other reference you gave me. I will have to study how to
workd with the registry before I try but this seemed to be on target to fix.
