Error Message "PST is not a personal folders file"

My computer crashed and I had to reinstall everything. When trying to
configure Outlook 2007 (I'm running Windows XP), by trying to "reattach" my
pst files, Outlook gives me this error message. When I do a properties on
it, it states that it is a personal folders file.

I tried defragging and the SCANPST tool and it didn't fix it.

Any ideas?

According to the properties, it is read-write enabled.

Did scanpst.exe actually run successfully on the pst, if it did run it
several times

The scanpst gets about 6% of the way through phase 3 and then ends with an
unexpected error. It tells me to run chkdsk and try again. I've already
tried that a couple of times. Now what?

A commercial recovery tool is now in order. Google for "(office OR pst)
recovery"
