ERROR MESSAGE pop3 server has not responded within 60 seconds

I receive the above message whenever I try to receive mail with an
attachment. I have spent hours trying to figure this one out -- it works but
have not been able to sort it out. Any suggestions on what may be blocking
the download of an attachment?

It's not a "stuck" message - I have logged into our server and removed
messages before trying to send another one. The Vista computer still won't
"recieve".

ANy pointers would be greatly appreciated.

Some antivirus programs interfere with the downloading of attachments
even when email scanning is disabled. If you have McAfee or Norton
antivirus, uninstall it. Try Windows Mail again. Once you get your
email working properly, download and install a non-intrusive antivirus
program such as the free Avast. Whichever new antivirus program you
select, be sure to disable its email scanning option.

Tried that. Still doesn't work. Have even completely removed
anti-virus software, yet still can't download email. I always get the same
error message.

I'm puzzled.

Have you tried increasing the Server Timeout to the max, setting of 5
minutes?

The following fix worked for someone else earlier today.
There is a new TCP tuning feature in Vista which is
not compatible with some servers.
a. Go to the Vista start menu and type cmd
b. The search results will display a program titled cmd
c. Right-click on the link and select "Run as administrator"
d. type "netsh interface tcp set global autotuning=disabled" without
the quotation marks
e. Test your POP account and see if you can now download your mail.
f. If nothing changes, re-enable the autotuning feature by typing
"netsh interface tcp set global autotuning=normal"
