Error message on install: Error reading setup initialization file

On install I receive an error message:

Error reading setup initialization file.

I have downloaded twice and got the same result both times.
 
Please download again. Save the download to your desktop--
do not choose Run
on the download dialog.
Once it is downloaded, double click on it to install.
