Error Message on Boot Up

When I boot up I get a Microsoft Windows error message - "Your system has recovered from a serious error." Error Details
C:\WINDOWS\Minidump\Mini010504-01.dm
C:\Docume~1\1\Locals~1\Temp\WER11.tmp.dir00\sysdata.xm

Am still able to use the computer but it freezes up alot

Also - in my event viewer log, getting error messages - Source: Rasman Event ID: 2003
Details
Remote Access Connection Manager failed to start because it could not create buffers
Restart the computer. Access is denied

I believe this error is related to the message that I get when booting up because it is listed over and over in the log. This computer used to be on an internet connection but is not connected to the internet at all now. Can anyone please help me - Thanks
