error message in Office help

I have XP-SP2 Home; Office 2000, AVG AV, Comodo Firewall, Windows Defender.

If this is the wrong discussion group for this question please let me know
where to post it.
Here is my question:
When I try too open certain links in Office help I get the following message:

"VBScript: Microsoft office help. Help can't show you this procedure because
the security level setting in your browser is set too high or the ActiveX
control Ouactrl.ocx didn't install correctly. Select a lower security setting
in your browser. If you receive this message after selecting a lower security
setting, please see your system administrator for help troubleshootingthe
installation of the ActiveX control Ouactrl.ocx located in the folder you
installed Microsoft Office to."

I reset the browser security level to Default and closed the browser
altogether, but that didn't help and I still got the message.

Why does this happen? How can it be corrected?

microsoft.public.office.misc
office is nothing to do with Windows....
