Steve

When I use the "View" dropdown menu and then click on
Toolbar/Standard option or Toolbar/Address or Links I get
an error message that says "This operation has been
cancelled due to restrictions on this computer. Please
contact your system administrator." I don't understand
what it means by restrictions on this computer. How can I
change these settings?

Steve,

Remove IE Restrictions & Restore Missing tabs

Also, refer Fix 268 from Kelly's site:
http://www.kellys-korner-xp.com/xp_tweaks.htm
Restore All tabs in IE and Removes the ** Internet Options ** Restrictions
as well

The problem is due to a spyware. Download Ad-Aware from www.lavasoftusa.com,
scan the system and eliminate the malware

products. Re-apply the above fix if necessary.
** Remember to update the pattern file using WebUpdate in Ad-Aware **

Steve,
Did you by chance run SpyBot's Immunize feature?
"Lock IE control panel against opening from within IE (current user)"
