This is a basic question but one that must be asked - are you certain the
drive is a CD-Writer and not just a CD-Rom (reader only)? Your drive must
have burning capabilities.
If this is a CD Writer then do you have a good blank CD-R in the drive? If
the disc is scratched or dirty it might not be recognized. Also if the disc
has been finalized then it won't accept anymore data.
If the disc is appears to be good have you tried another blank disc? Some
blanks are damaged or of poor quality and refuse to be written to.
Is the drive dirty? A dirty drive will cause all kinds of grief. Use a
quality CD-Rom drive cleaner or blow a few blasts of compressed air into the
drive (open the tray door first and hold the air can's straw while blowing
into the drive so you don't accidentally shoot the star into the drive.)
Are you using XP's native burning software you should be aware of it's
limitations. While you can drag and drop files to the CD Writer - providing
there is a disc in the drive - you can not save directly to the drive from
within programs like MS Word or other software as you can to a floppy or
hard drive. See here for work around

And have you tried third party CD Burning software? This is free and a good
program
