IE8 seems to download successfully, but when trying to open the executable
I get "Windows cannot access the specified device, path, or file. You may
not have the appropriate permissions to access the item". There is lots on
the web about this, but I can not find a fix that will work for my
situation. I have shut down AV (Avira) and Firewall (Online Armor) and I
have tried creating a new administrative account. Running XP SP3 updated.
Any ideas?

application and any anti-spyware applications (other than Defender) before
installing (or uninstalling) an IE upgrade. If you're running a
third-party firewall, I would recommend disabling it and then enabling the
Windows Firewall before installing (or uninstalling) an IE upgrade.
