error message: could not get basic sound info result code=0x80070

keep getting this message. Cannot play games because game shut down. Have
tried system restore , reinstalling XP (system would not let me do either
one)' downloaded lastest version of direct x but still same problem. Have
called dell 6 or 7 times. So I come to you. Please help me
 
What games? Any other messages or symptoms? Has it always been this way or
did it just start?
 
1 game in particular Quake 4. But I uninstalled it and I still get same
message. When I first installed it I could play allday . It started right
after I got right after I got the fatal error message
