Error message - can't open access database due to potential securi

I emailed a zipped Access 2000 database to a friend who is using Access
2003. He copied the file to his local drive and when he tries to open it he
gets an error message:
This file is located outside your intranet or on an untrsuted site.
Microsoft Access will not open the file due to security prblems.

How can he get the file open?

He has Windows XP with SP2 installed. A file received via Email will be
"Blocked" as a security measure. He needs to right-click the file and then
choose "Properties". At the bottom of the property sheet is an "Unblock"
option.
