error message "access was denied" while i try to upgrade XP to SP3

scan and reset with subinacl, find those keys as below:
HKEY_LOCAL_MACHINE\SECURITY\Policy\Secrets\SAC
HKEY_LOCAL_MACHINE\SECURITY\Policy\Secrets\SAI
could not be accessed.

can not change the permission or delete for those keys .

anyone has a solution to resolve it?
thanks in advance.

Right-Click on HKLM\SECURITY\Policy\Secrets

Choose "Permissions" and check "Allow"

Click on "Advanced"

Check the box for; "Replace permission entries on all child objects..." and then choose
"Apply".

Please download Gmer. http://www.gmer.net/index.php
Close all running applications and needless utilities and run GMER.EXE
