error message # -115 when downloading program from net

Hello,

When downloading a program from the internet I receive
the following message:

Component Move Data had the following error:
Media name: data
Component: PPrep System\System16
File Group: PPrep System16Files
File: C:\Windows\System\OLE2NLS.DLL
ErrorNumber: - 115

I have dowloaded this progam before successfully. What am
I doing wrong? Or, where can I find what error message # -
115 is?

This seems to be due to applications running in the background which
conflict with the current task. Do you use third-party popup-stoppers,
download managers etc? If so, disable this software. Also stop all
applications that are no necessary to run all the time.
