Error loading the Tcp Mib library.

When I attempt to create a TCP port for printer I am getting the error "Error
loading the Tcp Mib library." A search in Google produces a link to KB261302
which advises to rename or delete the %SystemRoot%\System32 folder files
Wsnmp32.dll, Ntprint.dll, Tcpmib.dll, Mgmtapi.dll, or Snmpapi.dll.

I renamed these files, disabled system restore and rebooted anticipating
that the OS would likely recreate them even though the instructions to not
indicate this directly. Upon reattempt the result was unchanged and I still
get the error.

Any suggestions would be appreciated.
 
KB261302 wants you to rename or delete these files if you find them in the
%SystemRoot% folder, NOT THOSE IN THE %SystemRoot%\System32 folder! The
proper location for these files is the %SystemRoot%\System32 folder and the
problem described in the article occurs when some third party application
places these files in the %SystemRoot% folder instead; this folder is
checked BEFORE the %SystemRoot%\System32 folder.
