error loading operating system

Was missing system 32 file and computer would not start.
Tried to reinstall windows xp using system recovery. Did
full install. Now can not get past this error message

Was suggested to go to http://support.microsoft.com/?

Can not load to rocovery to change hives
Will not let me get that far.

Is there a way to auto load/ reload windows or any other
suggestions

Could try running a repair install.
