A Google search for "bkqckgdn.dll" brings up nothing which means it is
probably malware. If your brother can't get into Safe Mode, then
cleaning the machine will require a rather high level of computer skill.
You know your own skills so you need to make the determination if a)
your brother should just take the machine to a local computer
professional; b) he should just format the computer and clean-install
Windows.
Here are general malware removal steps in case you want to attempt this
yourself although the machine will probably require some amount of
repair from outside the operating system with rescue tools such as a
Bart's PE before you can get started with the normal malware removal path.

Include scanning with either Sysclean or Multi_AV, plus AVG Anti-Spyware
(formerly Ewido -

do all scans in Safe Mode.
When all else fails, run HijackThis and post your log in one of the
specialty forums listed at the link above (not here, please).
Standard caveat: If the procedures look too complex - and there is no
shame in admitting this isn't your cup of tea - take the machine to a
professional computer repair shop (not your local version of
BigStoreUSA). Please be aware that not all local shops are skilled at
removing malware and even if they are, your computer may be so infested
that Windows will need to be clean-installed. Have all your data backed
up before you take the machine into a shop.
