Error in File Replication Service

I am getting error 13552 everytime I start the service.
This is on an AD Domain Controller serving as the
Operations Master for the forest.

The following line is also in this error message:

FRS error status code is FrsErrorVolumeRootDirOpenFail

Any ideas on how to correct?
