Error - HTTP 403 (Forbidden)

Hi

I've searched for this and it seems a lot of people have the same errors,
but under different circumstances so i was hoping to get some more specific
advice.

My sister gave us a PC for the family to use so I have set up a wireless
network so we could share the internet connection. After initial problems
with the drivers for the network card I got it all running fine,everything
works except Internet Explorer and any programs that use it, firefox is
working fine (its what im using to post this)

This is what IE says when i try to open any website at all, even the router:

You are not authorized to view this page
You might not have permission to view this directory or page using the
credentials you supplied.

What is also a problem is that Steam uses IE for all of its news and
updates, I'm trying to install Steam games but I cant select them because I
get this error again.
 
Thanks for replying. I looked through that site when it was advised to others
with the same problem but it didnt help. I have also tried checking the
'allow active content to run on my computer' and allowing SSL2 and SSL3, I
have checked through the internet options and cleared all the temporary files
and I have unchecked the 'show friendly errors' box also.

Still it doesnt work. Will a reinstall of IE help? If so I'm not sure how to
do this as IE does not show up in the 'add/removeprograms' list
 
Copy/paste the following line into an IE Addressbar, click on GO, then
copy/paste the results into your reply:

javascript:navigator.appMinorVersion

Also state your Windows version.
 
I'm also having trouble with this - so did what you said - I got:

;SP1;Q328389;Q823353;

I get the forbidden page when trying to open pdf links on sites
