Error Files

I am constantly having a file named "~" appear on my
desktop. I think maybe it is an error documentation file,
but I cannot get it to "open with" any program that I try
to open it with. Since I can't open them, and have to
keep deleting them from both the desktop and the Recycle
Bin, it has become a real headache. Is there any way that
I can 'turn off' whatever part of Windows that seems to be
generating them?
I do not have the 'Tools' installed with my Windows 200
Pro, because it caused all kinds of lock-ups and problems
on my computer when I installed them. I had to uninstall
them, to get my computer stable again.
 
I'm completely up to date on Critical Updates; how would I
find that particular non-critical update? I mean what
title or subject would I look for?
 
I said OFTEN related/caused by Outlook Express and cured by an OE update. I
just happened to note a couple of posts on the subject, whilst browsing.
Suggest you check an Express ng for a more deffinative answer/cure
