Error determiniing Computer or domain name

I get this error

Windows cannot obtain the domain controller name for your
computer network. Return value (59).

and Can not seem to find a match in Tech net or KB this
server is a DC,GC Exchange 2000 server. I added a second
DC GC due to the problems that were SUPPOSED To be fix in
Exchange SP3 to resolve the issues with it being on a GC
server but it didnt.
any help would be appreciated

No other errors I ran DCdiag and it comes back with
everything passing. the problem seems maybe to be with
Norton Internet security 2003 when I disable that the
error goes away. but aside from the error showing up I
dont have any network issues with mail or mapped drives
or transfering files..

guess I will have to wait for my firewall and see how
that goes.
