Error Deleting File or Folder

I recently restored Windows XP Professional. In the
process of restoring My Favorites folder I inadvertently
restored the files to different location. When
attempting to delete the restored folder and files, I
receive the following error:

Error Deleting File or Folder:
Cannot Delete Favories: Access is Denied
Make sure the disk is not full or write-protected and
that the file is not currently in use.

I am an administrator on the machine. I have attempted
to delete the folder through the GUI and through the
command prompt. Any ideas?
 
make sure a program that uses that file isnt running in
the backround....start windows in safe mode then try it
