Error code: ordinal 30 could not be located

I can no longer get onto the internet with my desktop becase the error says
"the ordinal 30 could not be located in the dynamic link library
iertutil.dll." I used to be able to get on by using task manager but not the
error code changes to say "taskmanger.exe ordinal not found"

Can someone please help me with a solution to this problem? It won't even
let me delete IE7 now. Keep in mind that I have no way to access the internet
from that computer. I couldn't even find the same error code listed on the
internet when I searched from my laptop.
Any suggestion would be greatly appreciated.
 
When did you install IE7? Did you install it via Windows Update/Automatic
Updates? Did you ever have a beta build of IE7 installed?
 
I installed it maybe 4-5 months ago via windows update. Not that I can
remember having the beta build installed.
 
=> Does this behavior persist if you start IE7 in No Add-ons mode? To start
IE7 in No Add-ons mode:

1. Right-click on the blue IE desktop icon and select Start without Add-ons;

2. Start > (All) Programs > Accessories > System Tools > Internet Explorer
(No add-ons).

Yes it still happens when I try to run IE7 in No Add-ons mode. Any way that I
try to open it, it always has that error code. I even tried to use the AOL
web browser and it popped up for that too.

Since I can't open IE7, I tried the way through the control panel but that
still didn't work. For some reason it is not listed in my Add/Remove programs
list. When I try to remove it from program files it says it can not delete it
because it is being used by another person or program, which is impossile
because it won't open.
 
I think you're looking at a format & reinstall, due to a hijackware
infection.
