error code 2428 for UPS

Hello:
i am getting error code 24282 for the Uninterruptible Power Supply in event
viewer.
message can not connect to specific com port.
======
the sevice is NOT running in msconfig and administrative tools.
i am using xp media center 2005 and xp home. and both give the same error
code.
q; how can this service be turned on?
q; is this service turned off by default by MS?
q; why am i not able to turn this service on without getting a error?

I think you should try the tech support section of the maker of your UPS
since I find little info about the error on the internet.
