Error Code 1601

I am trying to install Skype. I am getting an error code 1601 saying "Window
installer service could not be accessed. Contact your support personel to
verify that the Windows installer service is properly registered" I have
been on this computer and windows XP for years. What's up? I am wasting a
whole day just trying to get help!!!!
