Access Error Code 1601 Windows Installer not accessible

Trying to install 2009 Turbo Tax. It gives me an error code 1601--Windows Installer not accessible. I have Windows XP office edition with Service Pak 3 updates. Can anyone help me to resolve this problem? Thanks.
