Error browsing the network in 2003

I get this error when I try to browse a Windows 2003 server network. what
could be causing this error.


Domainname is not accessable

No more connections can be made to this remote computer at this time because
there are already as many connections as the computer can accept.


I am just trying to browse the network devices and this error occurs.
License manager is showing only one connection. I have 25 licenses.

No solution..
This is Server 2003, none of the MS Articles have the solution.
License manager only shows 2 connections out of 25 used.
I did what the article below showed.
I can connect to a resource by direct mapping without problem. I can log on
with other computers without problem. So I do not believe that it is a
"Connections" issue. It has to be something in the browsing of the domain.

When going through network places on Windows 2k computers and browsing I get
the error.

This server also has SQL server 2000 installed with SQL SP3... the licensing
is set to 25 as well.
Windows 2003 Licensing module in Control panel shows 25
Windows back office in License Manager shows 25
SQL License shows 25

License Manager shows only 2 connections used.

You did stop the license manager service as a test to
be absolutely sure it is not a license issue?
 
Yes, I stopped the license service. tested it, failed, then restarted the
license service.

For test purposes, I even increased the license's to 100 for Windows, and
100 for SQL Server.

It is funny that I can connect to the server just fine using drive mappings,
and manually entering the paths to resources on the server without getting
errors and License manager only shows 2 connections, but I can not browse
the domain through network neighorhood or my network places > entire network
then I click on the domain, and the error pops up.

The server is performing this role,
DNS
SQL Server 2000 SP3
Primary Server, AD activated in Mixed Mode

Been through this thing several times, and scoured technet with no luck.
