Error after logging in to a TS session

On a Windows 2003 Server with 20 TS CALs I get "You do
not have access to logon to this session".

I have looked at the user permissions, Local Policy, TS
configuration and I'm stumped.
 
Have you looked at your Domain Security Policy on the
Domain Controller? That will overwrite any Local TS
Policy.
 
Is your user account a member of the build-in local group "Remote
Desktop Users"?

Is the TS also a domain controller? If so (not recommended!), then
you have to give the TS users the right to log on locally on all
Domain Controllers.
