I keep getting error message on system scan . done all reccomendations but
still ... error

Not sure what you mean when you say "all" the recommendations, but have you
done this recommendation from Bill Sanderson on 2/25:

"Look in the system event log (start, run, eventvwr.msc) and look for
yellow
triangle messages with source WinDefend. That should show you the precise
path and object name involved. I believe you should be able to simply
delete this. This error is one which is put out when the infected item is
part of an archive file--a zip, for example. Microsoft does not want to
simply delete the whole zip in case there is valuable stuff in there in
addition to the malware--user your judgemet--consider renaming the file,
for
example, and deleting it later--most such objects I've looked at so far are
"pure" spyware."

Then on 3/30 from Mike Treit [msft]:

"Yes, the current experience with handling detections inside archives is
not
very good.

We are working on improving that, and you will see some changes with the
engine update in the next few weeks that should help address the existing
poor experience.

Also, in general all of the raw error codes being spewed out every time
there is an error is not the desired final behavior - we are certainly
planning on implementing better error messages as well."

So I guess the bottom line is you could delete/re-name the file where the
error occurs or wait for a fix from Microsoft. If you let us know what the
system event log shows we might be able to give you more specific opinions
about what is being detected but not cleaned in the scan.
