That error is being reported by your modem and all
Windows is doing is passing the error along. There's no
way I know of to prevent Windows from reporting modem
messages so what you have to do is suppress the message
itself.
Check your modem's documentation - but to disable busy
signal detect on a Hayes-compatible modem you have to add
an X2 to the modem's initialization string.
In Control Panel --> Phone and Modem Options --> Modems,
select your modem and hit the properties button. Under
the "Advanced" tab you'll see a box for extra
initialization commands. Add -
X0 (zero) to disable dialtone and busy signal detection.
This is also one way to get a modem to blind dial -
that's dialing without waiting for a dialtone.
X2 to disable busy signal detection only.
Check your modem manual, though - your mileage may vary.
