Try to make sure the machine clean from malware and viruses, then Turn Off
your Antivirus ( only for the updates, please TURN IT ON BACK AGAIN).

Ah Ha! I think cracked the code lol. Open Windows Update then you should see
the "View Available Updates" link click that. Then the updates you need to
install should then be listed. Each update should be checked. Right-click
each update individually and choose "View Details". The info about the
particular update's info should come up then you should see in bold in that
window "More information:" then a link right under that. Click that and a web
page should open with a download link this is the update download page. Click
that button then run or save the installer package then proceed to execute
the installer package. Repeat the process for each ailed update! At least
that is how it worked for me.

Okay...I had the same issue with downloading the security updates for
Microsoft 2007. When I tried to install the updates I would receive Error
646. I finally resolved my issue by going to Microsoft's download center and
manually installing myself.
Here are the steps I took...which I believe should work:
1) Go to Microsoft's Download Center:
http://www.microsoft.com/downloads/en/default.aspx
2) Search each update code which starts with the letters "KB" and followed
by a set of numbers (i.e, KB974234)
3) Click the link for the download and then click download and run. I
believe you will have to accept an agreement and then click continue or okay
4) Repeat for all the downloads that you are unable to install
5) Run Microsoft update again and click on check for updates and if the
updates were successfully installed they should no longer appear in the
updates that need to be installed.
I don't know if this is irrelevant or if it helped me be successful in
manually installing the updates but before I manually installed my updates I
followed the instructions that David_O posted under this thread

.. I suggest you first try to manually download by following my directions. If
it doesn't work then it is a possibility that David's instructions resolved
some issue that allowed me to manually download them off the Microsoft
downloads site.
I can't believe all the research and suggestions from techs did not
work.....sometimes your own research is the best!
