Error 403 (Forbidden)

I keep getting this message "You are not authorized to
view this page" whenever I go to a site and try to
download a file and I don't know why. I tried restoring
all the default settings but it didn't work please help I
am completely lost on this.

Please post the URL of the site or sites that you cannot access.

Try this fix.

Error Message When You Try to Connect to Secure Site: Client Certificate Has
Expired or Is Not Yet Valid
When you attempt to connect to a secure Web site in Microsoft Internet
Explorer, you may receive an error message similar to one of the following:
HTTP 403.17 Forbidden: Client certificate has expired or is not yet
valid -or- HTTP 403 Forbidden You are not authorized to view this page.
