Error 3209 Server - Computer blocked from sending messages

I have been using Microsoft Outlook 2007 with Business Contact Manager for a
month now with our company and have had no problems. About a week ago I used
BCM to send an e-mail marketing message to around 100 contacts and it worked
fine. Today I did the same thing and half of the messages got send. Now it
will not send the remaining messages and when I look at the detailed server
report it reads:

Time: 2/5/2010 11:30:25 AM
Error in Mail
Contact Support: http://g.live.com/1OLC12URL/Support
Error: 3209. Server. User's computer is currently blocked from sending
messages.

Any ideas on how to solve this issue? We do not have a business server, I
am just using the SQL server that came with Office 2007 with out Office Live
Small Business account.

And what happened when you contacted live.com's support as described in the
link in the error message? It looks to me like you've exceeded some sending
limit and live.com has blocked you for now.
 
Live's support team wants to charge me $100 for an answer, which is why I
posted on here (it was listed as an alternative on the support page). I
thought about the sending limit as well, but can't find any info on bandwidth
restrictions.
