error=31 1fh

I was trying to install XP on my laptop that is currently running Windows 98. everything was going fine until the end of the preparation for installation. As soon as it restarted again, I got an error that ended the whole installation process. it was something about Error=31 (1FH) along those lines...sorry, I closed it without thinking. I don't have internet access on the lap top, so I was unable to download anything for pre setup of the installation. Does anyone know what might have went wrong?

yeah, well I did that before installation...cause it's already a part of the installation disc...but I just can't download the files needed cause the laptop doesn't have internet connection.
