Error 2203Install Windows Defender Using Group Policy

Every time I try to use msiexec to create a network image of Windows Defender
for an installation using Group policy, I get error "The installer has
encountered an unexpected error installing this package. This may indicate a
problem with this package. The error code is 2203. The syntax I use, from the
directory where the msi resides, is msiexec /a windowsdefender.msi I am
trying to install Windows Defender version 1593. Also, I am using Windows
Server 2003 R2 With Active Directory.
