Error 1920

I have installed Windows Defender on 116 computers all WinXP SP2. I did a
scripted install with no problems on 114 of them. On 2 I am getting:

Error 1920.Service (WindDefender) service failed to start. Verify that you
have sufficient privileges to start system services

I have tried installing locally, reinstalled window installer, making sure
all updates are installed, disabling Virus Protecton (ETRUST 7), turning the
firewall off, nothing has worked.

Any suggestions
 
There's a message from "Russell" in this thread which has lots of details
about how he fixed this.

My advice, other than his route--is to make sure all critical updates are
applied, especially Windows Installer 3.1. If that doesn't do it--I'd look
at his steps.
 
I did read and tried his solutions in addition to the things I have tried. I
still have the same problem.

I now have one of the 2 working . I did a .Net Framework 2 repair. The
installed Windows defender. It did not work on the second computer.

Yuck. Is .NET 1.1 also installed on that second machine? Might be worth
repairing that?

I did the .net framework 2 repair on both computers. One is still getting
error 1920. In addition to all of the other listed tries I have now done a
System File Checker and still get the 1920 error on one computer. I have
succesfully installed it on 115 computers. I can wait for the final version
or someone else locating the problem. One computer remaining.
