Hi Harold:
First, check that you are trying the installation from an account with
Administrator privileges
Next, check your Windows installation to see if it is corrupted in any way.
You could for instance try running the command: sfc /scannow Is there any
possibility that you might already be infected with malware?
When you try to uninstall, you must be logged in as the same local user
(with local Administrator rights) as the user who first installed Microsoft
AntiSpyware.
Tea-timer may be worth avoiding until all else is working.
What build are you running? If it is not 615, go ahead and download it from
www.microsoft.com/spyware
Typical messed up PC
- Go to control panel "add/remove programs and uninstall MSAS
- Open Windows Explorer and go to Program Files/ Microsoft Antispyware
delete all folders.
- Download CCleaner
www.ccleaner.com, clean both files and
issues(registry), note that you can exlude removals. CCleaner is a
safe, just in case.
- Download MSAS again, do NOT run it, save the setup file to desktop.
- After downloading start setup again.
Try a round with Ewido which is a "state of the art" malware cleaner.

What antivirus program are you using now ?
This can also be a clean up problem with installers and look at this:

Good luck.
