When attempting to install Norton Internet Security 2004
Professional, I receive Error 1722, problem with Windows
installer. I looked at all the MSI files and all were OK.
I was told that there might be a firewall issue, I
uninstalled previous Norton software, I was told that I
may need to uninstall Windows Service pac 4 because it has
a fire wall? What to do?

1722 happens when a custom action fails. The custom action is written by the
vendor and only they =know what it does. If they suggested that uninstalling
SP4 is the only option, may be that is what you need to do. In fact many
were bitten with this personal firewall. It was even mentioned in a CNN
biztec article.

The options I can suggest are the following.
(1) Disable the personal firewall. Try the install again.
(2) Run the installation with logging. Find out what custom action is
failing. If it is not a critical one, disable it.

If nothing works, revert back to SP3.

You could install the MSI file and take a log, sometimes those 172x errors are
described more explicitly in the log, and then you'd have more data for
Symantec:

msiexec /i <path to msi> /l*v somepathtoalog.log
