I first got this error after I switched from earthlink to embarq as my
service provider, since then I have tried everything I could find on how to
fix the problem. Reinstalling and registering the windows installer doesnt
seem to work and I'm out of options. I don't have the OS disk because it came
already installed on my computer. I can uninstall programs fine but when it
comes to reinstalling or installing for the first time, no luck. Do I have
any options or am I basically just screwed?

P.S my OS is XP

There are plenty of MS articles on the error message. Maybe something
here will ring a bell.

Like I said before, I've tried everything. I looked up everything I could
find on this error code and all the solutions haven't worked. I've searched
the microsoft website thoroughly with no luck.

If you didn't get an install CD, there's probably a recovery partition.
With a Dell computer you press F11 or Ctrl/F11 just after the POST and
before Windows starts loading. If it does a destructive install where
it reformats before reinstalling, you'll need to store personal pictures
and other documents before doing the reinstall. If you have an HP and
didn't do the system backup suggested upon initial startup, you can
order a CD from HP.

The website for your system should inform you how to restore otherwise.
