Error 1719 Installer Service could not be accessed

Computer Simplicity

Trying to load a Samsung PC Sudio from supplied CD
Tried to download over the 'net with the same error
report.
Is there a Fix out there which deals with this?

I can't find the msiexec in the place it is supposed to be.
I don't want to tinker any more.
(Tried some of the advice which failed)

All the "help" and "Fix" programs I have tried were loaders
for toolbars and other devices for malware and spyware.

Would appreciate some help for a user with no desire for
complications.

Try one or more of the following:

1. Set Windows Explorer to show hidden files

2. Set Windows Explorer not to hide protected operating system files

3. Run sfc

Did you check if your BITS service will start? It's startup mode is
Manual but see if you can start it (and, if so, then stop it).

Tried MS fixes for update components. No difference for me,
though they calim to have fixed something.
I notice from some of the suggestions that dllcache and msiexe are
missing from where they are assumed to be.

Where is BITS? not in my Services.msc.

I tried one fix which needed a packed file in Desktop, then use
Merge. That didn't come off either.
I suppose that all these fixes assume files are in one place while
they are actually in another?

BITS = Background Intelligent Transfer Service

If it doesn't start up okay then you cannot do Windows updates.

I began to get reports that differing programs were unable to use this
updating service. I restored to a point about 6 months ago which seems
to have worked.
