error 1406 when installing Business contact manager

I just tried to install Business Contact Manager on my new computer and I
keep getting an error 1406 message. The only relevant topics I can find in
the Knowledge Base refer to Windows 98 and don't seem to be applicable to XP.
How can I resolve this issue and what does it refer to? Can I just "ignore"
it?
 
Here are a few things you can try if you have not tried them already.

1) Check for multiple version first and uninstall it.


2) Unregister and reregister windows installer.
Start\run msiexec /unregister
Start\run msiexec /regserver
if this does not help or resolve the issue then try the following.

3) Create a new windows user account and then try to install it.
