error 1324

I am running windows XP and tried to access the Works 2002 task manager. I got a dll error and was advised to reinstall works. I tried to do that and got an error1324, my pictures has an invalid character. I searched MS knowledge base plus many other sites. Tried everything. Can't uninstall, cant install. what do I do
 
reinstall under administrator should do it.but after all it
is windows.
