Error 0xc0000142

After loading drivers for an ATI All-in-Wonder 9700 Pro in
a brand new Windows 2000 Server partition, all Windows
applications (Explorer, Outlook Express, etc.) return the
error "Application did not initialize properly. Error
0xc0000142. Subsequent reboots have no correcting
effect. Any ideas?
