error 0x800ccc60 sending email outlook 2000

I am unable to send email, it stays in the outbox. I get
the following error while sending: The SMTP server
responded with an error. Account: pop-server.(my email
extension), SMTP Server:'smtp-server.(my email
extension), Error Number: 0x800ccc60). I have no problem
receiving an email. Please help. Thank you.

Could you turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q240347) and post
the smtplog.txt file after you get this error?
