Erroneous glyphs in MS Mincho font

To whom can I report errors in the design of a font?

In the font "MS Mincho," supplied with my Windows XP system, the following
errors are present:

03B0, 03CB, 03CD, which are supposed to be accented forms of Greek lowercase
upsilon (with rounded bottom), are mistakenly constructed by adding accents
to Greek lowercase nu (with sharp bottom). The unaccented upsilon and nu
are correct.

Although Mincho is meant to be an Asian font, I find it useful for Western
languages because it contains so many Unicode characters, including Greek,
Cyrillic (with rare added letters), and the International Phonetic Alphabet.
