erratic scrolling

At times, when using Internet Explorer 6, my scroll bar
will just start scrolling up and down like crazy all by
itself, and you can't stop it. I've had this problem with
my compter at work also. Does anyone know what is causing
this and how I can make it stop?
 
I've seen this happen when using a mouse with a wheel, and the wheel gets "stuck" between notches.
