eraseing temp folders

In Windows 98 I used to empty the "temp" folder by going to:

windows\temp

and I would then erase everything in the folder.

How do I do this in Windows 2000 Professional and in Windows XP and
Windows XP Professional. I have stumpled onto these folders and
several subfolders within the temp folders. What is okay to delete?
What is the location of these Temp folders?
