Epson 740 black cartridge

The other day my son called and asked for some help with the Ep. 740,
and I suggested he replace the black cartridge at a local store that
specializes in cartridges. I fell over backwards when I found they'd
charged him $32.xx (tax incl.) for a single black cartridge. Moreover,
it was marked for use only in Taiwan!

I'm trying to calm down before marching in there and reading the riot
act, or at least getting the money back.

When I had the printer, I happily refilled the blacks without problems
for years, and for under a buck a throw, and yes, I should have
cautioned my trusting son.

Is the sale of the Taiwan only cartridge actually illegal (in USA or
Cal, where I reside)?
 
I think that Epson will only charge around $15.00 for an Original
Factory Cart with the appropriate ink that the printer was designed
for. This is the first time that I ever heard of where inferior ink
costs more than the real stuff. :-)

Actually, on reviewing, the package merely says "For use in Taiwan".

Any advice for those who are not 'bots?
